Fue Representante de la SEMARNAP ante la OCDE; Asesor del Consejero Presidente del IFE (hoy INE); Director de Políticas Ambientales Globales, SEMARNAT; coordinador-redactor de la primera Estrategia Nacional de Cambio Climático (2007) y del primer Programa Especial de Cambio Climático (PECC) 2009-2012; Miembro del grupo de redacción del Panel de Alto Nivel para la Sostenibilidad Global ONU, para la propuesta de Ban Ki-moon a la Cumbre Río+20: Resilient People Resilient Planet: A Future Worth Choosing. Especialista en Sistemas de Manejo Ambiental, dirigió su establecimiento en la UANL, Monterrey. Actualmente es Director Ejecutivo del Centro Interdisciplinario de Biodiversidad y Ambiente (CeIBA A. Thermodynamics of the economic process

Main critics of economic theory from the point of view of thermodynamics. He developed, although left unfinished, the bioeconomic theory. His legacy provides the scientific foundation for ecological economics, and the inspiration for the various zero-growth, «strategic retreat,» or degrowth movements.
