Director de Políticas Ambientales Globales de la SEMARNAT (2004-2010). Coordinador de la formulación de la primera Estrategia Nacional de Cambio Climático (2007) y del primer Programa Especial de Cambio Climático (PECC) 2008-2012. Especialista en Sistemas de Manejo Ambiental, los estableció en la UANL, Monterrey (2010-2014) . Miembro del grupo de redacción del Panel de Alto Nivel para la Sostenibilidad Global de Ban Ki-moon, ONU (2011-2012), (Cumbre Río+20:Resilient People Resilient Planet: A Future Worth Choosing). Director Ejecutivo del Centro Interdisciplinario de Biodiversidad y Ambiente (CeIBA). Consultor independiente.
Ha publicado artículos científicos y de divulgación de las ciencias naturales, así como sobre sustentabilidad del desarrollo y política ambiental
