Asesor del Consejero Presidente del IFE (INE) 2001 a 2003. Director de Políticas Ambientales Globales, SEMARNAT 2004 a 2010; redactor coordinador de la primera Estrategia Nacional de Cambio Climático (2007) y del primer Programa Especial de Cambio Climático (PECC) 2009-2012. Especialidad en Economía Ambiental y Ecológica 2009-2010, Fac. de Economía, UNAM. Miembro del grupo de redacción del Panel de Alto Nivel para la Sostenibilidad Global ONU, 2011-2012, para la propuesta de Ban Ki-moon a la Cumbre Río+20: Resilient People Resilient Planet: A Future Worth Choosing. Thermodynamics of the economic process

Main critics of economic theory from the point of view of thermodynamics. He developed, although left unfinished, the bioeconomic theory. His legacy provides the scientific foundation for ecological economics, and the inspiration for the various zero-growth, «strategic retreat,» or degrowth movements.
